After 3 Hours on the phone with a Microsoft technician, he decided to uninstall McAfee and reinstall Windows 10 using Windows 10 Media Creation Tool. I would highly recommend using this option to alleviate Hours of fixes that didn't work. Fortunately, you can still download apps from the store without being signed in!
