Why are random apps downloading on my samsung galaxy

I recently cleaned up my J3 OS of Apps I thought I never used, one being Play Store. This triggered my problem of being unable to download any Apps including Play Store, Outlook, games, etc. The first time I try installing anything it says the App will be installed soon, but it never does.
